নোঙর একটা প্রাইভেট প্ল্যাটফর্ম, ঠিকানা nongor.link। আগে আপনি বাংলাদেশে একটা পেইড কন্ট্রাক্ট পান, তারপর সেই কন্ট্রাক্টের চারপাশে ভেরিফিকেশন, এসক্রো, কোম্পানি (চাইলে) আর ট্যাক্স সার্টিফিকেট সাজানো হয়। ক্লায়েন্ট সই করার আগে কিছুই খোলা হয় না।

Nongor is a private platform at nongor.link. It lets you win a paid contract in Bangladesh first and then wraps the verification, the escrow, the company (only if you want one) and the tax certificate around that contract. Nothing is set up before a client has signed.

It sits on top of the government one-stop service (OSS): identity, company registration, bank onboarding and tax numbers still come from the government's own systems, run by the Invest Bangladesh Authority. Nongor is an accredited operator on the government OSS. It is not a government service and it does not speed up a government office.

আইডেন্টিফায়েড হোন (L1)Get identified (L1)

4. স্যাংশন, PEP আর নেগেটিভ নিউজ লিস্টে চেক অটো চলে।Screening runs automatically against sanctions, PEP and adverse-media lists.
5. NID থাকলে মিনিটেই শেষ। পাসপোর্ট হলে ৪৮ ঘণ্টা পর্যন্ত একজন অফিসার দেখেন; দুই ক্ষেত্রেই ইমেইল পাবেন।NID holders are done in minutes. Passport holders wait up to 48 hours while a Nongor officer reviews; you get an email either way.

You can start L2 the day you sign a contract and finish it while working on milestone 1. It needs a credit consent in your home country (a soft check, it does not affect your score), two people who confirm they worked with you, and a short source-of-funds declaration. Five working days.

ব্রিফ পড়াReading a brief

• ক্লায়েন্টের লেভেল। L3 মানে অডিটেড (রেজিস্টার্ড NGO, ভিজিট করা কোম্পানি)। L2 মানে ভেরিফায়েড। ভেরিফাই না করা ক্লায়েন্ট বা বাজেট ছাড়া ব্রিফ নোঙর ছাপে না।Buyer level. L3 means audited (a registered NGO, a company with a site visit). L2 means verified. Nongor does not publish briefs from unverified buyers or briefs without a budget.

The brief detail page compares the buyer's requirements with your profile: level, field, whether a Bangladeshi entity is required (rare) and whether a VAT BIN is needed (only for government tenders).

The calculator takes the budget, applies the withholding for your structure, the 4% fee and the bank charge, and shows the figure in your currency at today's rate.

রেসপন্ড করাResponding

1. Respond টিপুন। L0-তে থাকলে অ্যাপ আগে L1 শেষ করতে বলবে।Press Respond. If you are at L0, the app asks you to finish L1 first.
2. বক্সে আপনার অ্যাপ্রোচ লিখুন (ক্লায়েন্টের প্রশ্নগুলো দেওয়া আছে)। চাইলে CV বা আগের রিপোর্ট জুড়ে দিন।Write your approach in the box (the buyer's questions are listed). Attach a CV or a past report if you want.
3. মাইলস্টোন আর দাম প্রস্তাব করুন। লিখতে লিখতে হাতে-কত-আসবে বদলাতে থাকবে।Propose milestones and a price. The calculator updates your net-to-home as you type.
4. পাঠান। ক্লায়েন্ট আপনার লেভেল, আগের নোঙর কন্ট্রাক্টের লেজার (থাকলে) আর রেসপন্স দেখবে। উত্তর আসবে Workspace-এ।Send. The buyer sees your level, your ledger of past Nongor contracts (if any) and your response. Replies arrive in Workspace.

পার্টনার: ব্রিফে লোকাল লিড লাগলেPartners: when a brief needs a local lead

কিছু ক্লায়েন্ট, বিশেষ করে ডোনার, বাংলাদেশি লিড চায়। Partners পাতায় ভেরিফায়েড লোকাল ফার্মের তালিকা আছে, তাদের লেজার সহ (নোঙরে শেষ করা কন্ট্রাক্ট, সময়মতো ডেলিভারির হার, ফিল্ড)। ব্রিফ থেকেই কনসোর্টিয়াম প্রস্তাব করতে পারেন: পার্টনার লিড হয়, আপনি স্ট্রাকচার A বা B-তে সাব-কন্ট্রাক্টর হিসেবে টাকা পান। এটাই অধ্যায় ৬-এর স্ট্রাকচার D।

Some buyers, especially donors, require a Bangladeshi lead entity. The Partners page lists verified local firms with their ledger (contracts completed on Nongor, on-time rate, fields). You can propose a consortium from a brief: the partner becomes the lead, you become the foreign member paid as a sub-contractor under Structure A or B. This is Structure D in chapter 6.

• পক্ষ। প্রতিটা পক্ষ, লেভেল আর স্ট্রাকচার সহ। L0 পক্ষের সাথে কেউ সই করে না।Parties. Every party with its verification level and structure. Nobody signs with an L0 party.
• মাইলস্টোন। ডেলিভারেবল, তারিখ, টাকা। কাজ শুরুর আগে ক্লায়েন্ট প্রতিটা মাইলস্টোনের টাকা এসক্রোতে রাখে; চিপে লেখা থাকে funded, on M1 acceptance ইত্যাদি।Milestones. Deliverable, due date, amount. The buyer funds each milestone into escrow before work on it starts; the state chip reads funded, on M1 acceptance, and so on.
• টার্মস চিপ। অ্যাকসেপ্ট করার সময় ৫ দিন, ডিসপিউট ১৫ দিন, কোন আইন, উইথহোল্ডিং রেট।Terms chips. Acceptance window 5 days, dispute window 15 days, governing law, withholding rate.
• হাতে কত আসবে। ব্রিফের সেই ক্যালকুলেটর, এবার চূড়ান্ত অঙ্কে।Net-to-home. The same calculator as the brief, now with the agreed figures.
• তিন পক্ষের ই-সাইন। ক্লায়েন্ট, আপনি, আর এসক্রো ব্যাংকের স্বীকৃতি। তিনটাই সবুজ হলে কন্ট্রাক্ট চালু।Three-party e-sign. Buyer, you, and the escrow bank's acknowledgement. The contract is live when all three are green.

টাকা কীভাবে চলেHow the money moves

1. ক্লায়েন্ট মাইলস্টোনের টাকা পার্টনার ব্যাংকের এসক্রো অ্যাকাউন্টে পাঠায়। নোঙর কখনো টাকা পায় না।The buyer wires the milestone amount to the escrow account at the partner bank. Nongor never receives it.
2. ব্যাংক কনফার্ম করে; মাইলস্টোনে funded দেখায়। এবার কাজ শুরু।The bank confirms; the milestone shows funded. Now you start.
3. Workspace-এ ডেলিভার করেন। ক্লায়েন্টের ৫ দিন সময় অ্যাকসেপ্ট বা আপত্তি করার। রিমাইন্ডারের পরও চুপ থাকলে অ্যাকসেপ্ট ধরা হয়।You deliver in Workspace. The buyer has 5 days to accept or object. Silence after a reminder counts as acceptance.
4. অ্যাকসেপ্ট হলে নোঙর রিলিজ ইন্সট্রাকশন পাঠায়। ব্যাংক উইথহোল্ডিং ট্যাক্স, ৪% ফি আর নিজের চার্জ কেটে বাকিটা আপনার বলা জায়গায় পাঠায়।On acceptance Nongor sends a release instruction. The bank deducts withholding tax, the 4% fee and its charge, and sends the balance where you told it.
5. উইথহোল্ডিং সার্টিফিকেট ২৪ ঘণ্টার মধ্যে ক্লায়েন্টের কাছে আর আপনার Money পাতায় আসে।The withholding certificate reaches the buyer and your Money page within 24 hours.

কিছু ভুল হলেIf something goes wrong

আপত্তি হলে ডিল রুমে ১৫ দিনের একটা সময় খোলে, দুই পক্ষ রেকর্ড সামনে রেখে কথা বলে। মিল না হলে নোঙরের একজন অফিসার রেকর্ড দেখে বিতর্কিত মাইলস্টোন ভাগ করার প্রস্তাব দেন। কোনো পক্ষ না মানলে কন্ট্রাক্টের আরবিট্রেশন ক্লজ চলে (ঢাকা, BIAC নিয়ম, ইংরেজিতে, অন্য কিছু না বাছলে)। নোঙরের প্রস্তাব সুপারিশ, রায় না।

An objection opens a 15-day window inside the deal room where both sides talk with the record in front of them. If you cannot agree, a Nongor officer reviews the record and proposes a split of the disputed milestone. If either side refuses that, the contract's arbitration clause applies (Dhaka, BIAC rules, in English, unless you chose otherwise). Nongor's proposal is a recommendation, not a ruling.

• ক্লায়েন্টের সাথে সব কথা থ্রেডে রাখুন। দ্রুত কথার জন্য ইমেইল বা হোয়াটসঅ্যাপ চলে, কিন্তু ডিসপিউটে শুধু থ্রেড গোনা হয়।Keep every exchange with the buyer in the thread. Email and WhatsApp are fine for speed, but only the thread counts in a dispute.
• যে মাইলস্টোনের ফাইল সেটার নিচে আপলোড করে Submit for acceptance টিপুন। এতে ক্লায়েন্টের ৫ দিনের ঘড়ি শুরু হয়।Upload deliverables against the milestone they belong to and press Submit for acceptance. That starts the buyer's 5-day clock.

Their fees can run through the same escrow as a sub-milestone.

C কখন লাভজনকWhen C pays

কোম্পানি খুলতে প্রায় ৩৭,০০০ টাকা, তারপর বছরে ডরম্যান্ট মিনিমাম আর বাল্ক রেটে অডিট। ২০% কাটা আর ৭.৫% সমন্বয়ের তফাত আপনার সম্ভাব্য কন্ট্রাক্টগুলো মিলিয়ে এর চেয়ে বড় হলেই C লাভজনক। ফারহানার ক্ষেত্রে ২৮ লাখ টাকার দ্বিতীয় কন্ট্রাক্টে সেটা হয়েছে। ব্রিফ পাতায় আপনার অঙ্কটা দেখায়।

A company costs about BDT 37,000 to open, then the dormant minimum each year and a bulk-rate audit. It pays when the difference between 20% withheld and 7.5% creditable, across your expected contracts, is bigger than that. For Farhana that happened at her second contract of BDT 28 lakh. ট্রিটিTreaties

বাংলাদেশের ৪৪টা দেশের সাথে ট্যাক্স ট্রিটি আছে, যার মধ্যে আমেরিকা, ইউকে, কানাডা, UAE, সৌদি, সিঙ্গাপুর, মালয়েশিয়া, জার্মানি, নেদারল্যান্ডস, চীন, জাপান, ভারত। NBR থেকে ট্রিটি সার্টিফিকেট পেলে A আর B-র উইথহোল্ডিং কমে। অস্ট্রেলিয়ার সাথে ট্রিটি নেই: অ্যাপ সতর্ক করে আর B বা C পরামর্শ দেয়।

Bangladesh has tax treaties with 44 countries, including the USA, UK, Canada, UAE, Saudi Arabia, Singapore, Malaysia, Germany, the Netherlands, China, Japan and India. A treaty certificate from NBR reduces the withholding on A and B. Australia has no treaty: the app warns you and recommends B or C.

A private limited company needs two shareholders and the one-person company is not open to foreigners Gap 4. The usual answer is a second share held by a family member or by the registration partner's nominee under a declared trust. The deal room shows the trust deed before you agree.

বাংলাদেশে ডরম্যান্ট কোম্পানির কোনো স্ট্যাটাস নেই Gap 9। ডরম্যান্ট প্ল্যান হলো আইনি ন্যূনতম: সবচেয়ে কম ব্যান্ডে ট্রেড লাইসেন্স রিনিউ, RJSC-র বার্ষিক ফাইলিং, শূন্য রিটার্ন আর বাল্ক রেটে অডিট, সব আসল খরচে, বছরে একবার কোট। কনসিয়ার্জ শূন্য হয়ে যায়। বেরিয়ে যেতে চাইলে পার্টনার নির্দিষ্ট ফি-তে কোম্পানি বন্ধ করে; ৪ থেকে ৬ মাস। প্রথম দিন থেকে আপনার এক্সিট ফাইল আপডেট থাকে, তাই কখনো তাড়াহুড়া হয় না।

Bangladesh has no dormant-company status Gap 9. The dormant plan is the legal minimum: trade licence renewal at the lowest band, RJSC annual filing, a nil tax return and a bulk-rate audit, all at cost and quoted yearly. Concierge drops to zero. If you want out, the partner winds the company up at a fixed quoted fee; 4 to 6 months. Your exit file is kept current from day one so this is never a scramble.

PayPal বাংলাদেশে চলে না। রেট হলো পার্টনার ব্যাংকের সেদিনের রেট; কনফার্ম করার আগে নোঙর কোট দেখায় আর কোনো কমিশন নেয় না।

PayPal does not operate in Bangladesh. Rates are the partner bank's rate of the day; Nongor shows the quote before you confirm and takes no spread.

২০,০০০ ডলারের নিচে: ফ্রিল্যান্সার নিয়মUnder USD 20,000: the freelancer rules

প্রতি লেনদেনে ২০,০০০ ডলারের নিচে হলে বাংলাদেশ ব্যাংকের ফ্রিল্যান্সার নিয়মে (জুলাই ২০২৬) ব্যাংক শুধু কন্ট্রাক্ট আর ইনভয়েসেই কাজ করে। এর ওপরে ব্যাংক পুরো কন্ট্রাক্ট ফাইল চায়, যেটা নোঙরের কাছে আগে থেকেই আছে।

For inflows under USD 20,000 per transaction Bangladesh Bank's freelancer rules (July 2026) let the bank process on the contract and invoice alone. Above that, the bank asks for the full contract file, which Nongor already holds for you.

The Ask Nongor button answers the questions in this guide from the rulebook: fees, treaties, structures, timings. • এখানে ক্লায়েন্ট পেয়ে কন্ট্রাক্ট প্ল্যাটফর্মের বাইরে নেবেন না; এটা টার্মসের লঙ্ঘন আর এসক্রো হারাবেন।Move a contract off the platform after finding the buyer here; it is a breach of the terms and you lose escrow.
• কন্ট্রাক্ট সইয়ের আগে কোম্পানি খুলবেন না।Open a company before a contract is signed.
